Implementasi Peraturan Menteri Perhubungan Republik Indonesia Tentang Standar Keselamatan Lalu Lintas dan Angkutan Jalan

Abstract

Minister of Transportation has issued Regulation No. 26 of 2015 on Traffic Safety Standards and Road Transportation that aims to minimize the occurrence of accidents on the highway. The existence of these regulations certainly can minimize the occurrence of accidents if the implementation is well implemented by users of vehicles including public transportation such as the ALS bus. This research concerning Implementation of Regulation of Minister of Transportation Republic of Indonesia Number 26 year 2015 about Standard of Traffic Safety and Road Transportation, with case study at PT. Sumatra Intercity (ALS) Medan. The method of this research is qualitative destrictive, which uses key informant as research subject, to analyze the development of information and source, then sampling technique used snowball sampling. Population in research is all management and employees at PT. ALS Medan, while the sample used only sebagian part of the management and employees of PT. ALS Medan starting from the direction of the key informant. The results showed that the Implementation of the Regulation has been applied by the operator of PT. ALS Medan well and correctly because the four variables of Communication, Resources, Disposition, and Bureaucracy Structure enough to support the implementation of existing policies in the company. Standard Operating Procedure (SOP) of the company has also been adopted in the Minister of Transportation Regulation No. 26 of 2015.

Menteri Perhubungan RI telah mengeluarkan Peraturan Nomor 26 tahun 2015 tentang Standar Keselamatan Lalu Lintas dan Angkutan Jalan yang bertujuan meminimalisir terjadinya kecelakaan di jalan raya. Adanya peraturan tersebut tentu dapat meminimalisir terjadinya kecelakaan apabila implementasinya diterapkan dengan baik oleh para pengguna kendaraan termasuk transportasi umum seperti bus ALS. Penelitian ini mengenai Implementasi Peraturan Menteri Perhubungan Republik Indonesia Nomor 26 tahun 2015 tentang Standar Keselamatan Lalu Lintas dan Angkutan Jalan, dengan studi kasus pada PT. Antar Lintas Sumatera (ALS) Medan. Metode penelitian ini yaitu destriktif kualitatif, yang menggunakan key informan sebagai subyek penelitian, untuk menganalisis perkembangan informasi maupun sumbernya, maka teknik pengambilan sampel yang digunakan snowball sampling. Populasi dalam penelitian adalah seluruh manajemen dan pegawai di PT. ALS Medan, sedangkan sampel yang digunakan hanya sebahagian dari pihak manajemen dan pegawai PT. ALS Medan yang dimulai dari arahan key informan. Hasil penelitian menunjukkan bahwa Implementasi Peraturan tersebut sudah diterapkan oleh pengelola jasa angkutan PT. ALS Medan dengan baik dan benar karena keempat variabel yaitu Komunikasi, Sumber Daya, Disposisi, dan Struktur Birokrasi cukup mendukung berjalannya implementasi kebijakan yang ada diperusahaan. Standar Operasional Prosedur (SOP) perusahaan juga sudah mengadopsi pada Peraturan Menteri Perhubungan Republik Indonesia Nomor 26 tahun 2015.
