Implementasi Teknologi Pelayanan Sosial bagi Korban Penyalahgunaan Narkoba Di Panti Sosial Pamardi Putra Insyaf Medan

Abstract

Nowadays, there are a lot of social organizations which handle and treat the Victim of drugs abusers either belong to public or the private ones. One of the social Service system is rehabilitation center (Panti). The social service technology is one of the activities of the rehabilitation center (Panti) which is based on public, the social service of the based on Rehabilitation center (Panti) and also individual. The Social Rehabilitation (Panti) Pamardi Putra Insyaf Medan is one of the social organization which serve th treatment of the drugs abusers. Generally the rehabilitation center (Panti) still apply the social service technology. The effective service teclogy is really necessary because the increasing victim of the drugs abusers. This research purpose is to analyze the implementation of social service technology for the victim of drugs abusers in Panti Parmadi Putra Insyaf Medan. The research approach or method used the descriptive and qualitative one. The social service technology which was researched used the indicator such as technology and operation procedures, staff competency, the organizational souces, responsibility and Accountability mechanism, and the organizational infrastructures. Panti Pamardi putra Insyaf Medan provides social service as one of the efforts to rehabilitate the victim of drugs aburse o normal and functional social life and in order to be able to back to family, neighborhood and social life. From the result of the analysis show the characteristics of the institution which still depends very much on the higer structural institution, the other characteristics still stressed on the philantropic rather than professionalism. The result which can be concluded are the development of Panti Social Paarmadi Putra Insyaf Medan as the social institution hasn’t applied the social service technology completely, has no freedom to develop the service range futher either quantity or quality as the standard of social service which is requried by the public nowadays

Organisasi sosial yang menangani korban-korban narkoba saat ini cukup banyak, baik organisasi sosial milik pemerintah maupun swasta. Salah satu sistem pelayanan sosial adalah Panti. Teknologi pelayanan sosial merupakan salah satu kegiatan panti yang berbasis masyarakat, pelayanan sosial yang berbasis panti dan juga individual. Panti Sosial Pamardi Putra Insyaf Medan merupakan sebuah organisasi sosial yang bergerak dalam memberikan pelayanan bagi korban penyalahgunaan narkoba. Umumnya panti-panti yang berdiri masih mengikuti pelayanan sosial yang konvensional dibanding panti yang menerapkan teknologi pelayanan sosial. Teknologi pelayanan yang efektif sangat dibutuhkan karena semakin banyaknya korban penyalahgunaan narkoba. Penelitian ini bertujuan menganalisis implementasi teknologi pelayanan sosial bagi korban penyalahgunaan narkoba di Panti Pamardi Putra Insyaf Medan. Pendekatan atau metode penelitian yang digunakan adalah deskriptif kualitatif. Teknologi pelayanan sosial yang akan diteliti dengan menerapkan indikator-indikator seperti teknologi dan prosedur kerja, kompetensi staf, kompensasi staf dan sumbersumber organisasi, mekanisme pertanggungjawaban, sarana dan prasarana organisasi. Panti Insyaf memberikan pelayanan sosial sebagai salah satu usaha agar korbankorban mengalami suatu perubahan keberfungsian sosial eks pengguna dan dapat kembali ke lingkungan keluarga dan masyarakat sekitarnya. Dari hasil analisis menunjukkan karakteristik lembaga yang masih bergantung pada instansi diatasnya masih sangat kuat, ciri yang lain lebih menekankan pada sifat philantropisme ketimbang profesionalisme. Akibatnya adalah perkembangan Panti Sosial Pamardi Putra Insyaf sebagai lembaga sosial yang berbasis panti belum sepenuhnya menerapkan teknologi pelayanan sosial secara penuh, tidak memiliki kebebasan untuk mengembangkan jangkauan pelayanan lebih luas baik secara kuantitas maupun kualitas sesuai dengan standar pelayanan sosial yang menjadi tuntutan kebutuhan masyarakat sekarang.
