Analisis Pelaksanaan Pelayanan Gigi Dan Mulut Pasien Jaminan Kesehatan Nasional (JKN) Di Puskesmas Kabupaten Deli Serdang Tahun 2015

JKN (National Health Insurance) is organized by BPJS (Social Insurance Providing Agency). Puskesmas of Deli Serdang District still lacks of health facility (equipment and consumables) like broken and dysfunctional dental unit, lack of cooperation between dentists and dental nurses, and lack of communication between health care providers and patients. The research used qualitative method with 14 informants. The data were gathered by conducting observation and in-depth interviews. The result of the research showed that health facility, based on Permenkes No.75/2014, was inadequate and some were damaged; there was lack of coordination between dentists and dental nurses; it had had SIK and SIP although it still needed prolonged process; there was no education/training; there was no SOP (Operational Standard Procedure) in handling patients; there was insufficient empathy from the health care providers for patients’ complaint, especially the elderly patients’ and child patients’. It was also found that the process of the implementation of dental and oral care in JKN patients was inadequate and in scaling service patient were charged although it was not in accordance with JKN program. It is recommended that the Health Service of Deli Serdang District improve the health facility and collect data on SIK and SIP personnel. Planning future program should be carried out such as education/training for health care providers at Dental Polyclinic in order to refresh their competence according the advancement in knowledge today. Without charging them for the benefit of JKN patients.
