The purpose of this study was to design a training system of learning organization in order to accelerate the change through the promotion of the management of knowledge, facilitating the application of technology, empowerment of people, a learning organization and learningat libraries of the universities in Medan with targets for improvement in the weak component, through methods, materials, facilities, trainers and trainees. The research used a descriptive method. The results of the study resulted in the design of the training system of learning organization to push for changes that can be applied to the libraries of the universities in Medan, is: the process model training plan that starts from (1) the requirement analysis phase, with the results of training needs include: library managementtraining, learning process, knowledge, people and Electronic Performance Support System and the information technologyapplication, (2) the stage of training target destination on improving cognitive Domain, Psychomotor Domain, and Affective Domain, (3) the stage of training materials in the form of strategic management of the library, learning adabtif, anticipatory and generative, taxcit knowlege, explicit knowledge, attitude, team work, motivation, and information technology applications, (4) the stage of training methods in the form of on the job training for skills training and off the job training for training attitude.
