    Abstract
    Mengamati perwujudan Perda Nomor 6 Tahun 1988 yang bertujuan untuk menjaga kelestarian bangunan dan lingkungan cagar budaya, khususnya di Kawasan Kesawan sebagai lingkungan yang di dalamnya terdapat bangunan cagar budaya, ditemukan bahwa implementasi kebijakan ini tidak efektif. Pelaksanaan yang tidak tepat sasaran dan yang mengancam keberadaan Kawasan Kesawan menuntut diperbaharuinya Perda 6/1988 menjadi Perda 2/2012. Meskipun demikian masih ditemukan permasalahan yang timbul dari dua hal, pertama, permasalahan internal kawasan, ditemukan perubahan bangunan cagar budaya yang tidak sesuai Perda 2/2012 terus berlangsung hingga sekarang. kedua, permasalahan eksternal yang menjadi faktor pendorong perubahan diperkirakan akibat potensi ekonomi dan investasi mengingat lokasi berada di posisi wilayah yang strategis. Pertanyaan yang timbul adalah bagaimana sesungguhnya persepsi pemangku kepentingan dalam upaya pelestarian bangunan bersejarah dan kaitannya dengan rumusan Perda 2/2012. Jumlah sampel 100 orang yang terdiri dari 50% wisatawan, 30% pemilik, dan 20% masyarakat kota non pemilik, menggunakan metoda analisis kepentingan dan kepuasan, menunjukkan hasil kawasan tersebut sudah baik dan menarik, sehingga perlu di kembangkan kegiatan yang memberi dampak fisik, sosial dan ekonomi.
     
    The realization of Perda (Regional Government Regulation) No. 6/1988 is intended to keep the conservation of buildings and cultural protected areas, particularly at Kesawan area in which there is cultural protected area; however, it is found that the implementation of the policy is not effective. Since the implementation is not on target and threatens the existence of Kesawan area, it is urgent that Perda No. 6/1988 should be changed to Perda No. 2/2012. However, there are still some problems; first, internal problem in which it is found that cultural protected buildings are not in line with Perda No. 2/2012 and still continues until now; secondly, external problem in which the encouraging factor to change is caused by the economic factor and investment, for the location is in the strategic area. The question is what actually the perception of the stakeholders in their effort to conserve the historical buildings and its relation to the formulation of Perda No. 2/2012. The samples were 100 respondents, consisted of 50% of tourists, 30% of owners, and 20% of the inhabitants who were not owners, taken by using interest and satisfaction analysis. The result of the analysis showed that the area was good and attractive so that it is necessary to develop any activities which give physical, social, and economical impacts.
