Faktor-Faktor yang Berhubungan dengan Keberhasilan Program Penguatan Lembaga Distribusi Pangan Masyarakat (P-LDPM) di Kabupaten Serdang Bedagai

Abstract

LINDA JANNAHARI LUBIS. Faktor-Faktor yang Berhubungan Dengan Keberhasilan Program Penguatan Lembaga Distribusi Pangan Masyarakat (P-LDPM) di Kabupaten Serdang Bedagai (Di bawah bimbingan Dr. Ir. Tavi Supriana, MS sebagai ketua dan Dr. Ir. Satia Negara Lubis, M.Ec sebagai anggota). Program P-LDPM di Kabupaten Serdang Bedagai sudah berjalan sejak tahun 2009, sehingga diperlukan penelitian untuk melihat keberhasilan program dan faktor yang berhubungan dengan keberhasilan program tersebut. Penelitian ini bertujuan untuk menganalisis keberhasilan program P-LDPM dan faktor-faktor yang berhubungan dengan keberhasilan program di Kabupaten Serdang Bedagai pada tahun 2009 serta menganalisis penerimaan petani peserta program P-LPDM yang berhasil dan petani peserta program P-LDPM yang tidak berhasil melaksanakan program. Metode analisis yang digunakan yaitu independent sample t- test dan chi-square melalui Program SPSS 15.0 dan melalui kriteria keberhasilan program P-LDPM Hasil analisis menunjukkan dari enam gapoktan peserta Program P-LDPM, hanya 3 yang masuk dalam kategori berhasil. Faktor yang secara signifikan berhubungan dengan keberhasilan program adalah tingkat pendidikan petani peserta dan dua faktor lainnya yang dianalisis (umur dan pendidikan non formal) menunjukkan hasil yang tidak signifikan atau tidak ada hubunganyang signifikan terhadap keberhasilan program P-LDPM. Tidak ada perbedaan penerimaan (harga) yang signifikan antara petani gapoktan yang berhasil melaksanakan program P-LDPM dengan petani gapoktan yang tidak berhasil melaksanakan program P-LDPM.

The P-LDPM program in Serdang Bedagai District has been getting along since 2009 so that a study is needed to know whether the program is successful and to see some factors which are related to its success. The aim of the research was to analyze the success of P-LDPM program and some factors which were related to the success of the program in Serdang Bedagai District in 2009, the farmers who were successful and who were unsuccessful in carrying out the P-LPDM program. The data were analyzed by conducting dependent simple t-test and chi square through an SPSS 15.0 program and through the criteria of the success in the LDPM program. The result of the research showed that of six gapoktan (cluster of farmers) participating in the P-LDPM program, there were only three of them were successful. The significant factor which was related to the success in the program was the farmers’ education, and the other two factors which were analyzed (age and non-formal education) indicated insignificant result, or they did not have any significant relationship with the success of the P-LDPM program. There was no significant difference in the acceptance (in price) between the successful gapoktan farmers and the unsuccessful gapoktan farmers who participated in the P-LDPM program.
