Pengaruh Desentralisasi Fiskal Dan Fiscal Stress Terhadap Pertumbuhan Ekonomi Melalui Kinerja Keuangan Daerah Di Kabupaten/Kota Se-Propinsi Aceh

Abstract

Penelitian ini dilakukan dengan tujuan untuk menguji pengaruh desentralisasi fiskal dan fiscal stress terhadap pertumbuhan ekonomi Kabupaten/Kota se-Propinsi Aceh, baik secara langsung maupun melalui kinerja keuangan daerah. Permasalahan yang diteliti dalam penelitian ini : Apakah desentralisasi fiskal dan fiscal stress berpengaruh terhadap pertumbuhan ekonomi Kabupaten/Kota se- Propinsi Aceh, baik secara langsung maupun melalui kinerja keuangan? Hipotesis yang diajukan dalam penelitian ini : Desentralisasi fiskal dan fiscal stress berpengaruh terhadap pertumbuhan ekonomi Kabupaten/Kota se-Propinsi Aceh, baik secara langsung maupun melalui kinerja keuangan daerah. Permasalahan dan hipotesis dalam penelitian ini dijawab dan dibuktikan dengan menggunakan analisis secara statistik deskriptif dan analisis secara statistik, yang meliputi : uji asumsi klasik, analisis regresi berstruktur, uji F, Uji t, analisis jalur, analisis dekomposisi dan analisis koefisien determinasi.. Berdasarkan hasil analisis yang dilakukan, dijustifikasi bahwa (1) Desentralisasi fiskal dan fiscal stress berpengaruh negatif terhadap pertumbuhan ekonomi Kabupaten/Kota se-Propinsi Aceh; (2) Desentralisasi fiskal berpengaruh negatif terhadap kinerja keuangan Kabupaten/Kota se- Propinsi Aceh, sedangkan fiscal stress berpengaruh positif terhadak kinerja keuangan Kabupaten/Kota se- Propinsi Aceh; (3) Kinerja keuangan berpengaruh positif terhadap pertumbuhan ekonomi Kabupaten/Kota se-Nanggroe Aceh; (4) Kinerja keuangan daerah berpengaruh didalam menstimulus pengaruh negatif desentralisasi fiskal dan fiscal stress terhadap pertumbuhan ekonomi Kabupaten/Kota se- Kabupaten/Kota se- Propinsi Aceh.

This research is conducted as a mean to test the fiscal decentralization influence and fiscal stress to economic growth of Kabupaten/Kota at Propinsi Aceh, either through direct and also through financial performance. Accurate problems in this research : Are there fiscal decentralization and fiscal stress have an effect on to economic growth of Kabupaten/Kota at Propinsi Aceh, in directly and also by fincancial performance? Hypothesis raised in this research is Fiscal decentralization and fiscal stress have an effect on to economic growth of Kabupaten/Kota at Propinsi Aceh, in directly and also by financial performance. The problems And hypothesis in this research are replied and proved by using descriptive analysis statistically and analysis statistically, covering : classic assumption test, structure regression test, , test of the F, Test of the t, path analysis, decomposition analysis and analysis of the determination coefficient. Based on analysis, judged that : ( 1) Fiscal decentralization and fiscal stress have an negative affected to economic growth of Kabupaten/Kota at Propinsi Aceh; ( 2) Fiscal decentralization have an negative affected to financial performance of of Kabupaten/Kota at Propinsi Aceh, while fiscal stress have an positive affected to financial performance of Kabupaten/Kota at Propinsi Aceh; ( 3) Financial Performance have an positive affected to economic growth of Kabupaten/Kota at Propinsi Aceh; ( 4) Financial performance have an affected to stimulus negative affected fiscal decentralization and fiscal stress to economic growth of Kabupaten/Kota at Propinsi Aceh.
