Abstract: Most of study of human development focused on human capital as a factor of economic growth. Meanwhile, specific factors that determine human development itself unexplored systematically. This research aims to analyze influence of household consumption for food and non-food, government expenditure for education, headcount of poverty ratio and economic crisis in Indonesia. This study uses data of time series and cross section to each research variable covering 26 provinces in year 1996, 1999, 2002, 2004, 2005 and 2006, according to the availability of data for particular variables. This quantitative analysis applies random effect method to test the hypothesis. This method has an advantage because it able to explain the variance of characteristic of each province behaviors of human development. The results show quite significance influence among household consumption for food and non-food, government expenditure for education, headcount of poverty ratio and economic crisis to human development in Indonesia. Amount of influence showed by coefficient of regression of independent variables, which are: –0,9829 for household consumption for food, 1,2774 for household consumption for non-food, 26,6791 for government expenditure for education, –0.214 for rate of poverty. The dummy shows negative influence.
