Flood control system from time to time has undergone through many perplexing changes as effect of sectoral ego, regional or local autonomy and unclear jurisdiction management boundary especially institutional coordination of administrative area (district/city) with the institutional coordination of river basin (province), it also includes the centralized institution of Balai Sungai Pusat and BPDAS, the demand of effective coordination framework within institution/ stakeholders involved in urban flood management are more required. Hence, a model of institutional coordination as an alternative solution of integrated urban flood management in the frame of watershed is necessary. The important keys to success in maintaning good coordination are to communicate in a way of empathy, leadership of the involved institutional/ stakeholder. Hence, regional regulations were needed to be issued for province and involved district/ city to form a water resources coordinated organization in river basin, in district/city and cost sharing allocation for operation and maintenance fee, integrated urban flood facility and infrastructure in the frame of watershed.
