Pendekatan Partisipatif Dalam Perencanaan Konservasi Lingkungan Di Dta Danau Toba

Lake Toba vicinity is one of Kawasan Andalan (prioritized areas) in North Sumatra Province. Based on Government Regulation (PP No. 47/1997) about the National Spatial Structure Plan (RTRWN), Kawasan Andalan is defined as a fast growing area which is located in a strategic spot and, if given a systematic intervention, will grow even faster. Unfortunately, Lake Toba as unique ecosystem faces the environmental degradation. Forest devastation by shifting cultivation and illegal logging activities has been getting worse because of insufficient enforcement of legal framework followed by land degradation, resulting in the decline of forest’s water holding capacity as well as the increase of soil erosion. To overcome this huge problem, many studies and research actions had undertaken in trying to find out the appropriate solution. But most of the studies and the action are less result eventually. The new methods such as participatory approach and cultural dimension should be taken into consideration whenever we try to engage the local people to be involved in the environmental conservation. Even though, this paper is not merely based on the participative planning, since for some extent we also offer land use recommendation based on the structure of Lake Toba ecosystem. To sum up, this approach is more dominant of participative method.
