Hubungan Subkontrak Antara Partonun Dengan Toke

Handicraft industry of ulos (traditional cloth of Batak) in subdistrict of Siatas Barita, district of Tapanuli Utara, as well as another small scale industry face the financial capital, marketing, raw material, technology, labor, and management problems. These problems have resulted the subcontracting relationship (decentralization of ulos production) between the ulos craftsman (partonun) and entrepreneur (toke).This study describe how the subcontracting relationship between partonun and toke in ulos industry in subdistrict of Siatas Barita based on financial capital, raw material, marketing, and labor aspect. Finally it will be concluded whether the subcontracting relationship is exploitative or mutualistic. In fact, subcontracting relationship between toke and partonun is an exploitative dependence. This dependence is one way, i.e. from partonun to toke. This trend rised for the requirement of partonun is less than toke, so dependence balance moved to partonun in one direction. The dominant discrepancy of production factor that cause the exploitative is financial capital, it results the lending process between partonun and toke out of ulos production process, finally it makes partonun in the unauthonomous position. The subcontracting relationship are maintened by the social relationship, such us regular social gathering, visiting in calamity or party, the pay of downpayment, and go picnic to the tourist resort. The development of ulos handicraft in a balancing dependence between partonun and toke can be solved by eliminating the financial dependence of partonun to toke. In this case, government interference is very important to supply of financial capital and strive for the subcontracting relationship in written form.
