The series of National Economic deregulation the government did since the beginning of the 1970's has increased the flow of foreign capital to Indonesia. The influence of capital is very big in economic development activity because economic development is firmly related with the increase of production and service. In North Sumatera, since 1969, foreign investment in the industry sector, in increasing economic growth at North Sumatera. In looking for the influence of foreign investment, the writer uses the Linear Regress model. The data to complete this research is using and evaluating time series data, quasionery data, they are collected through severed resources and data publication. The research result shows that there are two sector an their contribution in income rate and employment elasticity. There are foreign investment and industrial sector. The Analysis indicates that the allocation of foreign investment at North Sumatera is still uneven this can be seen from 11 regencies and 6 cities, only 6 regions received foreign investment and the allocation was concentrated on two region I area is Medan ( Area Industry Park - KIM ) and (Tangoing Morrow Industrial Park - KITJ ). In practice, foreign investment realization often dedicates from it's original planning. For example in 1993, the realization was only 13 % from the original plan. The analysis also indicates that foreign investment is related positively, with the out put development of the industry sector, with an elastic coefficient of 0,05 where as the implicit variable cost in PDRB is related influence of foreign investment and industrial sector is very needed, in order to increase capital income at Medan City.
