Economic growth and development equity is the main problem that faced by LDC (Less Development Countries) in their process to set the goal which it to increase peoples welfare. Nowadays, there are many arguments that talked about "how the second province regions disparity happened". Seeing this argument, it's important for someone to make scientific literature to analyze how the regional disparity happened in the second region of province; although it's as a district or as a city; and to analyze sectors that have potential developed. Using Williamson's index and Gini's Index models make us sure to analyze the regional disparity on the second region of province in North Sumatera., and to analyze region's potential on this region we can use Location Quotient models analyze. Generally, the value of disparity on the second region of province not to large happened, because the standard value of world disparity for the LDC have reach the point belong 0,3 - 0,7; but on the second region in North Sumatera the disparities value is not reach on that point, only reach a half point that the standard target. This isn't mean that our second region is a rich region, that's happened because our value system to account increase value is use GDP (Gross Domestic Product), not GNP (Gross National Product). This system also count aboard people investment in this area, so we don't know the exactly of Indonesia's people increase value. Then, the economic region potential in North Sumatera., generally from this literature we could know that for the district area the potential is agriculture and the city is services.
