ABSTRACT Human quality resources improvement is one of the conditions for success national development. That improvement can't be reached without give a life guarantee for it. Also, life guarantee can't be reacched if those human have no a job, because of job human will obtain earn to meet their daily needs. To be the main problem is in manpower field. It often appears demonstration about salary and raise of salary. The labours demand their rights, but many employers don't understand them and escape from that problem. Of course it provoke labour's anger. One of major indicator in scoring employers welfare is how big the salary they receive. How big of salary function for employers, it can improve labour's productivity and spirit in working. It can be said that level of salary is very basic case for employers. The largest part from employer's income is from earn or salary. In other words, the earn or salary is a part of personel's income that has relation in meeting their daily needs and in general to their welfare. In improving society's life of level, guidance and conselling of seminar is performed by many ways and chances in order to construct healthy and strong economic and can provide a new job field. Deision of fixed salary for employer's is a standard or measure that must be made as main guidelines for every company to their employer's salary.
